Report On Casual Workers-Trans-Nzoia County
Ignore Misinformation On Casual Workers.
It has emerged the enemy of progress are regrouping to unleash fabricated lies, cooked narratives and misleading the general public on the latest developments pertaining the casual workers predicament.
First, the recent action that the county government took over the casual workers was informed by the recommendations made by auditors team led by experienced and a seasonal auditor Dr. Edward Ouko who underscores issues bedeviling Trans-Nzoia County and proper remedies. Key among the bottlenecks includes;
That, our casual workers were irregularly hired ignoring Labour laws, rumenaration terms and contractual longevity.
That, our casuals were stagnated at temporary level form of employment instead of confirmation to Pnp terms.
That, while hiring nepotism ingulfed the process and instead of competence selection, people were rewarding their relatives, friends and unqualified personnel's.
That, during the head counts which has happened twice under the tenure Governor George Natembeya since he assumed the office, a sizeable number of casual workers couldn't physically present themselves for head count therefore pausing a significant challenge on HR management.
That, a significant number of casual workers were appearing more than once in the payroll schedule hence inflating wedge bill surpassing recommended requirements, among many reasons which is available for the general public incase of inquiries.
The committee which precisely worked for 3 months made a raft of recommendations in regards to the aforementioned reasons which includes and not limited to;
● Clearance of Casual workers payroll system and establish a well structured scheme, with casual workers bio-data well captured to avoid error of omission and commission.
● Fresh vetting of Casual workers to avoid Ghost workers hiring.
●Confirmations on Pnp basis once they have undergone meritocracy test.
●Those who have reached retirement age to be relieved off their duties while primarily considering their benefits while in service
To mention just but a few recommendations which comprehensively found in the county auditors report.
Ladies and gentlemen of good will and support system of Trans-Nzoia County, the governor singular responsibility to the report is to patronage the enforcement of the report, by the public Service Management (PSM) and the Human resources department that's is responsible in implementation of the above report, therefore it's misleading for a faction of uninformed individuals to claim the governor has sacked the casual workers rather it's adherence of recommendations made by the committee.
